IMO:

1) gas pipe that "may" become energized. Since gas piping is never used as an electrode and if energized it would most likely be energized by a branch circuit.

2) Your mixing an appliance bond with a system bond in this question. The water heater is bonded by the EGC at the appiance. This bond is not a substitute for the system bond required for the water piping.

3)Basically the same answer as #1 for the piping and the steel usually qualifies as a component of the GE system because it is usually in direct contact with the earth.
