As a former ME and PE you may work as a SUB for the EC!
No he cannot. Engy is unlicensed. Minnesota state law requires that unlicensed persons be imediately supervised by a licensed journeyman or master. He cannot work alone, unsupervised (period).

The only legal way that Engy can do this work without any license is if he were on the EC's payroll (workman's comp, the whole ball of wax), and be imediately supervised by a licensed journeyman or master electrician (this licensed electrician must be on this same job with him at all times).

If he alone truely was acting as a "sub-contractor" for the EC, he too would have to hold both a Minnesota electrical contractor's license, and a Minnesota class "A" master's license. Even if Engy still had his master's license, he still could not perform this work, he would also need a contractor's license.

There is no way on earth this church could ever be considered to be a dwelling or residence, it is a commercial building. As electrical inspectors go, yours is being extremely tolerant. If he wanted to take it to the letter of the law, Engy would be facing a very large fine right about now.
