grounding bushings needed on 3 inch metal offset nipple?

hi, for a 400 amp residential service with one disconnect on either side, we in Indiana can use a short, 1 1/2 inch exposed length metal offset nipple on each side of the meter base to feed the disconnects. We are not required to use grounding bushings on them. But in KY, I don't know. What is your experience? Thank you.

To comply with the NEC the installation of the nipples would have to meet 250.92. That would mean "special" bonding on at least one end of each one. And if the meter can is not bonded to the neutral you would have to bond both ends so that the meter can is bonded in compliance with Art. 250 as well.
