OK, backfeed the main breaker. Took me long enough to catch on. Could be a workable idea. Thanks.
Back fed breaker will work, if you can free up two spaces and if you can use a breaker hold down or tie down kit.

A back fed breaker would now require a hold down device or bracket. IDK of QO makes one that will work for that panel. I’ve done it for others.
I was kind of wondering about that hold down myself but when I googled it they show one at grainger industrial they say works for QO panels.

After looking at the picture of that old panel I think a new square D Homeline would look good there for a minimum amount of money.

Keck if they don't have inspections and you can just pull the meter and getter done it shouldn't be that big of a project.

Couldn't he also use the new 2020 fireman disconnect requirement to put a disco outside, label it "not service equipment", and this then allows old main panel to heep neutral and ground bonded???

I've been looking at hold downs on line. Some reasonably priced options. Tend to avoid Grainger due to prices being higher than a giraffe's testicles. Duct tape should do the job. :p Kidding. Leaning toward replacing the existing panel. Big box stores have some reasonably priced packages.

Thanks for all your information. I'm old school so doing the job right is important. Doing the job right maybe limited to replacing the panel in my old twisted mind.

Range is usually a 40 not a 60. If you are not an electrician you better get an electrician to look at it
Existing breaker from when I bought the house. I've had the cover off and know the cable from the meter does not back feed that 60 nor is it a split bus. If you are the cb police let me off with a warning this time and I'll change the breaker to a 40. :) When I replace the panel I'll clean up several items in the panel. Thanks for pointing that out.

A picture with the cover off would certainly help, but from the start, he needs an electrician.
Thank you for your advice. I don't believe in buying services without knowing what I need in lieu of what someone is selling. You guys have been very helpful with what I need. I managed large construction projects $450 mil to $1 bil range that included data centers, sports facilities, casinos, air ports, etc. That doesn't make me an electrician but after 50 years it does give me insight to systems. Never worked in residential other than my home. I came on this site to benefit from "specialist" in a particular trade and it has certainly been beneficial.
