where does the ground go from the panel

where does the ground go from the electrical panel in a house . from the ground bar in the panel out to a ground rod? does the ground conductor from the bar in the panel go to the meter base and terminate there and then a ground conductor from the ground rod go the meter base and terminate there also ? Or does the ground conductor from the panel go straight to the ground rod? any help to explain this to me is greatly appreciated thanks

First of all, we need to use the correct terms. Ground could be any one of several conductors.
Look in art 100 and review the definitions for
Grounding electrode conductor
Grounded conductor
Equipment grounding conductor

Next take a look at section 250.24 (A)(1).
See if that answers your question...if not ask again.
