Weird problem need some thoughts

I had a friend of mine call today he's a plumber.

He was using a metal snake and the snake hit the ground rod for the panel and he kept getting blasted

I'm thinking there's most likely a bad noodle and there's current going back on the GEC what are your guys thoughts?

I would also measure for voltage between points that should be bonded, like from the neutral to water pipe, to rods, etc.

The panel may simply be missing its bonding screw. And, ask if they've had flickering light and premature bulb burn-outs.
