Two scenarios similar questions

Let's say:
1. Temporary Power for construction site.
The incoming power to the meter is set with 2" rigid conduit overhead with L1,L2,N. Is required to run grounding conductor in the incoming power?
2. Permanent Power.
Two runs 4" with 3-750kcmil (L1,L2,L3) +1-750kcmil (N)each. Is required to run grounding conductor with the service entrance conductors from de Pad mounted Transformer to the Main Distribution Panel?

On the line side of the service, there is no EGC. All bonding or grounding is done to the neutral.

The service enclosure and any metallic raceway or trough is considered part of the neutral itself.

The premises EGC system begins at the service, and all electrodes are connected here or sooner.
