Transfer switch for service entrance conductors

I have a 400 amp meter base from which I need to power two service-rated transfer switches. Is it legal to feed the conductors for the second switch through the conductors for the first switch?

Due to physical space constraints, I must keep the meter base and two switches horizontal and on the same plane.
The right side knockout is my only way out of the meter.

You can but you need to take care and not feed the load side connection back thru the same nipples as the line side.
