what is the difference between a #6 solid to a #6 stranded ground wire?

One is stranded the other is solid

I believe the NEC requires #6 and larger to be stranded though we do have a coil of #6 solid TW insulated (in telephone gray I might add) ground wire that we use to ground TELCO protectors and equipment.

I have never heard of this requirement?

250.62 allows both with no restriction on size for grounding electrode conductor.

250.118(1) allows both with no size restriction for equipment grounding conductor.

Section 310.3 states, "where installed in raceways, conductors of size 8 AWG and larger shall be stranded."

The Exception then states, "as permitted or required eleswhere in this code".

Grounding conductors would be one of those exceptions.

Yup, that's what I was thinking of. If I had gotten up off my butt and looked in the book I could have quoted it correctly!

"As permitted or required elsewhere in this code" - one example is solid 8 AWG used in raceways for pools, as we us a lot of solid 8 AWG, so they relax the Chapter 3 requirement somewhat.
