When you want to meg two cables from one end, you tie them together at the other end, then connect the megger leads at your end. You are of course testing both cables, so if one is leaking you won’t know which one. But if both pass, you are done. If there is a leak, and you have more than two cables, then you start pairing them together to find the leaker via a process of elimination.

I've had very limited experience working in a manhole (thankfully) but none of then ones I have ever been in had the cables caulked. Is that a common requirement ??
