We have cables coming into manhole...600V DC. Is there something that's inexpensive that can be used to test for leaky/stray voltage? Some conduits have 4 cables. Thanks.

Where exactly are you wanting to test for this voltage? From what point to what point do you think you have "stray" voltage. What is the reason for doing this testing?

We have to fill the conduit with a duct seal type of sealer. It's applied with caulk gun and tube of the sealer. Before we do this we want to check for any stray/leaky voltage. We may do it live.

What documentation exactly is the customer/contract asking for
None at all. Just a safety think . One of the guys said he'll put the sealant in live and another wont ...we want to at least mUbe test so there no start current or voltage but something that will take minimal time to do

As I recall the OSHA rules for being in a manhole with energized conductors requires Level 4 arc flash protection, even where the conductors are insulated.

Not sure that there is any test that will accomplish what you want. Maybe a voltage probe with one end against the conductor and the other in the earth outside of the manhole, but it would have to be a low resistance meter, as the high resistance digital meter will very likely show voltage.
