Strange problem: bulbs burn-out, and socket on even though light switch is off

I have a strange problem at my home office.
I'd screw a new bulb into the ceiling socket, and turn on the light. All would be fine for about an hour, and then the bulb would start to flicker,and after several seconds, would burn out.
Now comes the strange part: I used a tester-screwdriver, and both socket's terminals show as live, even though I'd turn the switch off.
Can you suggest what is causing this strange phenomena, and what should I fix so that bulbs will stop burning once they're screwed in the socket?
