Solar inverter back fed breaker hold down

I can't seem to find the code article that allows a back-fed breaker in an electrical panel not to have a breaker hold down, that is fed from a solar inverter. I thought that it needed a breaker hold down as per 408.36(D). I have looked in 690 and 705. Any help would be greatly appreciated.

The section numbering has changed in each of the last several code cycles but in the 2020 NEC it is 705.12(E). The language has not changed, look for 'Fastening' in a similar location in previous cycles. It has been there at least 12 years.
