Well, there is an electrical generator and storage device on top of a metal pole that is not deep enough in the ground to qualify as a ground rod itself. If I were the city AHJ I might be worried about a fault occurring and someone touching the pole and getting a shock just as I am about to retire with full benefits. So put in the ground rod and make them happy.
As for the PE stamp, I've seen some nervous AHJs ask for PE stamps on very small things just to make sure someone else is on the hook. Not really much you can do, if they want it it's their call. You just need to find a hungry PE who will do a small job cheap.
