Only one I've had used was to allow for a set torque on the Burndy piercing taps. Once the torque was achieved the smaller hex head would sheer off.
 
I think what OP is talking about is what looks like a crinp on lug, but instead of being crimped it has like a compression nut and something snaps off at the proper torque. Saw a display at a supply house counter. The ones I saw were for CU only.

Well the alternative would be something snaps off at the improper torque. Did they have a display of those?
