Section 517-19 (F).

I need an explanation in the section 517-19 (F) about what means "....the grounding conductor associated with the secondary circuit shall be..." I think that?s not refer to the branch circuit then, what does that mean ".... with the secondary circuit...? Thanks. SETG.

In order to get an isolated power system there must be a transformer installed. Most of what I have seen in health care settings are an ungrounded secondary with the equipment grounding conductor coming from the primary power supply to conect all the metal parts of the system to the ground plane installed under the floor.
I really don't understand your question though. The section you quote is not that hard to0 understand if there is a grounding conductor asciated with the secondary you can run it outside the conduit or inside with the preferance according to the FPN to put inside the pipe.
