Is it permissible to lay RGS conduit with 480V circuits across a concrete floor and put “yellow Jackets” over them? The area is not subject to heavy traffic.
I told them according to table 300.5 the min depth is 6” of concrete to the top of the conduit

That only applies when it's buried. I just ran some rigid in a bar joist ceiling and it had zero inches of concrete cover.

If under OSHA rules, depending on the location of the conduit on the floor surface the requirement below might be a concern:

1910.22(a)(3)
Walking-working surfaces are maintained free of hazards such as sharp or protruding objects, loose boards, corrosion, leaks, spills, snow, and ice.
