Residential exterior lighting required to be controlled by photocell?!

I recently started to work in Roseville, CA. After roughing in my first home, everything passed the inspection EXCEPT the exterior lighting. The local inspector told me that the outside lights needed to be controlled by a photocell switch. I know that this is a requirement in commercial projects, but I have never heard of it in residential work. Is anyone familiar with the latest California Title 24 requirements that might have made this a new code to follow? Or is this inspector being...uh, well...you know. I'm not against doing it either way, but I would like to know the right method for future reference. Thanks in advance.
