Installing a remote meter for a mobile home,meter has distribution ,feeding a well house off 100 amp breaker , does that breaker need hold down kit ? what artical in nec do i find this?

Only time you need a hold down kit is when you are "backfeeding" the breaker, as in supply goes to the lugs and the panel bus is fed from the breaker. (the idea here is you don't want the bus plugs energized if the breaker comes unplugged, though certain designs maybe don't matter as much as others, and a bolt on type breaker doesn't have this problem either)

If you have a meter/main or meter/loadcenter type of setup - you are not backfeeding the bus is supplying the breaker, just like it does for any other branch or feeder.
