PVC exposed on wall

Our job got a red tag today because the inspector said we cant run PVC from a slab stub up, up the surface of a wall, and into the drop ceiling. He said its NOT in the NEC but is actually a "fire code". He also said that using PVC as we did will cause a fire to spread faster than using EMT. How does someone so incompetent get a job as a city inspector, and what in the world is he talking about?

The only thing i can think of is that the drop ceiling is also a return air plenum? Is the pvc subject to physical damage at the stub up?

I was once told that the reason is actually because of the toxic fumes that would come from pvc if it had ignited. That being said if you have a fire in your plenum ceiling you have got bigger issues than toxic fumes
