Can anyone tell me an approximate date/year when the NEC made pool/handrail etc. bonding a code requirement.

1962 is when Art. 680 first made its appearance in the NEC.

Section 680-7: "... The metal parts of ladders, diving boards, and their supports, shall be grounded."
