Please Explain

I have a not on the drawing that reads "Neutral conductors for receptacles powered from constant voltage transformers shall be at least 200% of circuit rating" does that mean that i will be terminating a #8 wire to a receptacle?

I think it is time to call the designer. I am a EE, and I do not know the purpose or intent of that note. By the way, do you think that the transformer you are dealing with is a "constant voltage" type? I don't run into that sort of thing often.
