Parallel feeders 750 Alum and at the main disconnect one A phase wire has 706 amps on it and the other A phase wire has 3 amps on it. These are the wires going out to the power companies Transformer.

Best guess is the wire with 3 amps on it really has zero amps and you have an open circuit in that conductor somewhere.
 
(2) 750 MCM AL is good for 385 X 2 Amps from the 75 Deg C column. Its close but should be OK if both conductors are in the circuit.

In free air like that though, the insulation is probably just warm.
A random brief amp clamp and we don't even know if that's the higher loaded phase..... Sure it might be fine..... I would probably want to see the power company demand data.

seems to me that the initial problem is to figure out where the break in the conductor is.
Correct we found the break and also found the Eaton meter stacks come from factory AB in there 3 phase in single phase out meter stacks so A and B phase have all the load and need to go through and balance the load throughout all the meter stacks to AB BC and CA. Nice service call and thanks for comments
