Panels connected to emergency systems

Can anyone give a code reference about panels connected to an emergency system must be fully rated? We recently submitted some switch gear submittals that were returned noted. The comment stated "NEC requires panels connected to an emergency system to be fully rated". I am not trying to argue this, however, we have done many of this exact buildings and have never had this comment before. I have looked but cannot seem to find the code they are referencing.

The emergency system must be selectively coordinated. A series rated system cannot be selectively coordinated as you are relying on an upstream breaker to open during a fault to protect the downstream breakers.

Series rated systems are not selectively coordinated and cannot be made so. 700.32 requires selective coordination. Note that is a 2023 section number and I believe it was in a different section in older codes.
