I believe that most fans state 7' to the blades as a minimum.

That is my recollection as well.

2006 IRC:

SECTION R305 CEILING HEIGHT
R305.1 Minimum height.
Habitable rooms, hallways, corridors, bathrooms, toilet rooms, laundry rooms and basements shall have a ceiling height of not less than 7 feet (2134 mm). The required height shall be measured from the finish floor to the lowest projection from the ceiling.

However 2009 IRC is a bit different:

SECTION R305 CEILING HEIGHT
R305.1 Minimum height. Habitable space, hallways, bathrooms, toilet rooms, laundry rooms and portions of basements containing these spaces shall have a ceiling height of not less than 7 feet (2134 mm).

The measuring requirement for projections seems to be missing.
Anyone know why?
