old phone line ground clamp issue

Hi everyone,
Just a disclaimer, I am not a licensed electrician and am not attempting to do any work on my own. I'd just like some advice so that I can properly explain this issue to a licensed electrician.
AT&T recently removed my phone lines and NID outside. They also removed several ground wires from inside my home. one was attached to an old metal conduit via a clamp (house was built in the late 70s). And the other ground wire was attached to a ground clamp around all of the bare 12 AWG copper ground wire going into the main service panel in the basement. I've attached several photos. My question is: did they leave me with a potential hazard since they left the ground clamp on and the 7 or 8 strands of ground wire going into the service panel are now partially exposed? Should I get an electrician to my house ASAP?

Again, I know this forum is only for the pros, but I am just looking for advice on what I should say when I call an electrician.
