How susceptible are fluorescent lights (120V) to voltage dip caused by motor starting (such as compressors in a 40-ton HVAC unit)? Should I avoid circuiting those two loads from the same panel at all cost? If I segregate the loads into different panels, they'll still be fed from the same distribution panel.

Fluorescents are probably less likely to show small dips in voltage than incandescents, due to the current-regulation of the ballast.

Besides, separate panels only increase isolation by the amount of wire between them, typically only a few feet of feeder.
