CAN ANYONE TELL ME WHAT THE MINIMUM CLEARANCE IS FROM UTILITY OWNED POWER LINES TO THE WATER LINE OF A SWIMMING POOL IS?

In this particular case utility companies will have their own standards. Most utilities are compliant with the National Electrical Safety Code (ANSI/IEEE C2)

Part 2, Rule 234 addresses "Clearance of Wires, Conductors, Cables, and Equipment From Buildings, Bridges,Rail Cars, Swimming Pools, and Other Installations"

680.8 Overhead Conductor Clearances.

Horizontal clearance, 10ft from the inside wall of the pool.

You need to get in touch with the local electric utility and the various communications and CATV companies that are on the pole. The NESC will cover your question but the NESC rules are interpreted differently by different utilities. Additionally, the loading on the wires and/or cables along with the maximum temperature must be taken into account. The NESC is not a prescriptive document but a performance document so you can't just read the tables and get an answer to your question. :D
