Low voltage yard light transformer

I neighbor of mine, recently purchased and installed a 20 light low voltage yard light system, and is complaining about the transformer humming loudly. It is a 88 watt transformer 120vac to 12vac, loaded with 20 4 watt fixtures. He said the humming continues whether the lights are on or not and has been there since day one of the install. Anyone have experience with a similar situation? This normally wouldn't be a problem but the transformer is mounted right off a deck and is audible from 40' away. The light kit is made by Intermatic.

Could it simply be a bad transformer pack? Some of that stuff Intermatic puts out for low-voltage landscape lighting is pure junk.

Thanks, I will suggest to them that they call Intermatic and request a replacement power pack.
