installing two 4 sq boxes back to back to feed outside strobe lite,4 inches of solid pour concrete seperates the two boxes,will a 1/2 in hole drilled through the concrete act as a good raceway?code? thanks for input!

the nfpa 72 says all work shall be installed as per nfpa70, the nec,where is the listing or chapter refering to riser fire cable?penetrating outside walls,through concrete?i'm dealing with a NEW project manager that thinks the install will fail insp for not providing a sleve for the cable??any help

760.52(B)(2) Passing Through a Floor or Wall. In metal raceways or rigid nonmetallic conduit where passing through a floor or wall to a height of 2.1 m (7 ft) above the floor, unless adequate protection can be afforded by building construction such as detailed in 760.52(B)(1) or unless an equivalent solid guard is provided.
If I were the AHJ, I would allow it.
