If it hasn't already it will eventually happen to a child walking barefoot in the summer. I seem to remember an electrocution on an Ohio bridge due to pole lights a few years back.

I think improper as in none, ground rods only.

I can't say whether it's inadequate or nonexistent, only that there is nothing functioning as one.

As we all know, a metallic light pole should be grounded (bonded) well enough to trip an OCPD.

I suspect they have a feeder that is so long the standard OCPD can never detect a ground fault and work properly.
Or whatever they are using to detect a ground fault is not calibrated correctly.
