not looking to sting the homeowner. Just very insulted by the brazing attitude if the inspector/trunk slammer. Confirmed he does have ICC electrical inspector current certification.

I'm not talking about the home owner.
You said the Inspector came over asking for the breaker not the homeowner.

The homeowner probably just wants his outlets to work.

i had a job i turned down, fixing pool wiring, once. wouldn't touch it.

the homeowner got someone from somewhere to have at it.
sort of like this situation you described.

an 18 year old girl was electrocuted in the pool six months later,
and died.

that's why.

I seem to recall that. I am in the Mid West now but looks like you are from Southern CA. I seem to remember maybe seeing this on the news .
Unfortunately no longer enjoy CA. Am in Indiana now dealing with winters and snow! Moved out here for the cost of living break and opened my Fishers Electrician site is being built but when its up would love to get some feedback on it.

Clarified:
Meter only on the outside
Load center on the inside 30 plus feet away on the far opposite end of the house.
Service wire in rigid to crawlspace then 30' , then up the wall to load center.
No main in load center
You can see the service conduit in the crawlspace
Panel full with breakers 6 handles a mix of 2 pole , single pole and twins.
small 2 bedroom cottage
Saw Gas range and gas water heater , probably gas heat and no A/C
Looks like #8 TW service entrance could be #6
Just a comment: service conductors under the footprint of the house, unless under concrete, are considered to be inside the house.
(Even if is a beach house on 20' stilts!)

as well as wait over a year for a final
