Can anyone comment if an Independent Living Unit contained inside a Facility building (which also has assisted living units and memory care units) falls under the dwelling unit requirements for receptacle spacing i.e. 6' 12' rules? These units are equipped with full kitchens including standard ranges (120/240V 50A).

Yes, assuming the units you are describing are a:

"Dwelling Unit. A single unit, providing complete and independent
living facilities for one or more persons, including permanent
provisions for living, sleeping, cooking, and sanitation."

I'll second that. The facility may be called assisted living center or memory care center or both but if there is individual dwelling units within it - they each have to meet all dwelling unit requirements.

If there is no permanent cooking provisions in each unit but instead is a common kitchen - they are not dwelling units, but may be considered guest suites, dormitories, or something similar which may still kick in some requirements that are otherwise typical for dwellings (like AFCI requirements).
