IECC Occupancy Sensor Control

Hi all,

I have some confusions on the verbiage with IECC 2018 - C405.2.1.1 (2) where it mentioned occupancy sensor control shall be manual on or controlled to automatically turn on the lighting to no more than 50-percent power.
My understanding of it is that the code means to have it manual on to 100% (vacancy sensor) or auto to 50%. Though my colleague thinks that it is manual to 50% or auto to 50%. Do vacancy switch sensors have two buttons? (manual to 50% and to 100%), or low voltage switch with ceiling sensor to have two buttons to achieve manual to 50%.
