I would say, ?Yes, sort of, but I?m not sure.? Hope that helps.
What I mean is that it is not the ?street light? that you ground, but rather the DC system. Obviously, if you are using solar panels to power a street light, then there must be a battery storage system located somewhere nearby. This looks to me like a separately derived DC system. That type of system would require a GEC per 250.169.
