Can a grounding electrode be run in a conduit with GRC on each end that is bonded at each end and has PVC in between? Is this a violation of Section 250.64(E)?

Yes it would be a violation as the metallic conduit has to be continuous. the purpose of bonding it at each end is to prevent an impedance choke from being set up. Once you understand why, you know how or how not to. if the pvc is in the middle you might as well not bond each end.

That's exactly what I thought as I just finished Mike's 2002 NEC class, but the higher ups on the job are ignorant of this.
