Ground To Ground Bar

I have 4" PVC coated RGS conduit that they want an MIGB( grounding bushing) on with #400 MCM wire run to ground bar.
It doesn't mention anything about the conductor being run in conduit. I'd imagine it would need to be protected?

How is it exposed to physical damage? Isn't the conduit terminated within some sort of enclosure?
