Ground Rod at a construction trailer Y or NO

I don't want to beat this up to bad but i am still confused, so please bear with me. If you run your 2 ungrounded, your grounded and your gec feeder from your service. you would also bond the frame and all metal piping, that would be your grounding electrode system as well as the gec with the feeder. You then have to float the neutral in the shack. So after all that is done, is there a code requirement for 2 supplemental ground rods. I did read 545.12 and I interprete that to mean that they want the GEC that is run with the feeder in this case landed in the same location in the panel as the shack own GEC. We drove 2 rods at our shack in question, and had no write ups, but I almost did not to see what the inspector would write it up as.
