Ground Clamps

When using ground clamps to provide temporary static grounding in filling applications, does the opposite end of the ground clamp cable need to be solidly connected to a grounded piece of equipment? I have been asked to provide temporary grounding cables with the spring loaded ground clamps on both ends of the cable. I can't find a code reference that addresses this issue, but it seems to me that one end should be attached to a ground source per NEC ground conductor connection requirements.

I don't believe "static grounding" is covered by the NEC. All grounding and bonding that is required by the NEC is for the purpose of providing an effective path for fault current. If the fill station metallic parts have the potential of becoming energized, then the code would require proper bonding. Any type of "grounding" would be in addition to NEC requirements.

I believe the NFPA has other manuals that cover this purpose.
