grouding electrodes

Is it an NEC requirement that IF a connection to footer steel(stub up) is available, it MUST be connected to any other available or installed electrode?. I have a job where we installed 2 rods 6ft apart, not realizing a connection to the footer steel existed. The AHJ says it must be used. Is this correct?

Yes, 250.50 If available on the premises at each building or structure served, each item in 250.52(A)(1) through (A)(6) shall be bonded together to form the grounding electrode system.

If you had hit the uffer in the footing then the rods would not have been needed
