generator hook up

What I have is 1000 amp service delta high leg with three parralel sets of three #400 through the transfer switch. The customer requested a box outside with lugs to hook up his generator.The engineer said to use square d terminal blocks rated for 420 amps ( the largest made I assume).These terminal blocks have three connections at the top and three at the bottom but not connected together, so each parralel wire will be seperate from another at the connection box. Is there a code rule stating these parralel of three wires have to be "together" at the connection point. I find this a safety issue of not treating these wires as "one". or am I overthinking this? Any help or refrences I would appreciate it.
