A friend has a European embroidery machine and the manual calls out a commercial power source of 240VAC hot / Neutral / Ground. Can this use 2 hot legs and ground or does it require a 480V panel?

It says that a plug when used should be at least 250 volts, 10 amps. If it's European it's probably designed for 230 volts. It can be operated without a neutral on an American electrical system if it's also designed for 240 volts. I would also check the operating frequency.

The former. Like most of Europe, they use a wye system with 240v line-to-neutral, but at 50 Hz.

That neither line is grounded here usually doesn't matter, but check with the manufacturer to be sure.

IF that can't be used, a 1:1 transformer can be used to obtain 240v line-to-(derived) neutral.
