The NEC states in section 110.26 that "Dedicated equipment space. The space equal to the width and depth of the equipment and extending from the floor to a height of 1.8 m (6ft) above the equipment or to the structural ceiling, whichever is lower, shall be dedicated to the electrical installation." My question is, can the electrical room be used for storage and if so, how far away from the panels can items be stored? Thanks. :?

Yes, the room can be used for storage, at least as far as the NEC is concerned. I can't speak for fire codes or local amendments. But the fewer people, and in particular the fewer architects, who know this fact, the better we will all be.

The only NEC rule is that you can't store anything within the working space, as you have already quoted. So the "distance" part of your question is merely the distance in the table in 110.26.
