Is a doorbell transformer allowed to be doubled on top of another AC circuit on a single breaker?

Depends on what circuit it is and how it was added.If it is on a SA then no but if on lighting then yes

Your question wording is confusing. I think you are asking if a breaker can have two conductors terminated to it? If so, it depends on the manufacturer. Check the listing and any documentation/labeling that is provided with the breaker. Some allow up to 2 - 14 or 12 awg conductors, some don't.
