Derating from PDC to busbar gutter?

I have a scenerio where a bus gutter is attached to the side of my PDC. The bussing ends at the PDC and 8 x 500mcm copper/phase connects to my main switch.
Looking at my derating table it says 70% (8 conducters/phase)
Do I have to apply the derating to this application?

KTM, Panelboards are included in raceways.If these conductors are bundled in any way longer than 24" ,then derating factors apply.If they are loose,IMHO they should be ok.Actually if your looking at 8 conductors per phase and they are bundled, it would be a minimum 24 conductors derate.(45%)

Thanks - this is in an old installation (50 years) and I was just curious how the derating was applied. The 500's are not bundled and are about 3' long.....
