Dedicated Equipment Space above Industrial Control panel

Is the dedicated Equipment Space of 110.26(E) required above Industrial Control Panels? I have an installation where there are water lines and a natural gas line above a industrial control panel with minimal space to route the electrical.

Not required, but a good idea. 110.26 lists the equipment covered by it.

That's what I thought but was hoping it was required somewhere else in the code. Definitely a good idea!
