Connecting portable generator to a service panel

Good day. I am connecting a generator to my outside panel via a Reliance power inlet pb30. I will be installing a 30A 240V breaker and mechanical interlock, as well. It’s a 1970s 200A Siemens. However, unlike other panels I’ve worked in, there is no neutral bus. No white wiring. This seems to be a service or main panel that feeds a sub panel in the house via a 125A breaker with the two hots, a stranded bare ground and a black/white striped neutral that share the same bus in the service panel. At the sub panel the stranded bare wire and the black/white striped go to their own separate busses. My question is when connecting the four wire generator to the service panel, where do I connect the green and white wires being there is no neutral/white bus?
