Conduit seal fittings and wire fill

Do conduit seal-off fittings change the wire fill for a conduit?

So Annex C would not apply to a conduit run that includes a seal off?

The fill for a standard seal-off fitting is 25% and not 40% like for the conduit. There are expanded fill seals that permit a 40% fill, or you can use a larger seal-off with reducing bushings.
If you don't use an expanded fill seal or an oversize seal, you will have to reduce the conductor fill to 25%.
