Where in the NEC code are regulations for cellular communication towers located? Specifically, what kind of diSconnects needeD if tower tips over, perimeters around tower as related to other buildings, wiring of tower.

I believe the Federal Communications Commission and the Federal Aviation Administration have rules and regulations that these towers are required to meet. Try looking at www.fcc.gov and www.faa.gov for a start.

This is not an NEC requirement. The electrical wiring for cells sites falls under the NEC, but the communications equipment is probably not an NEC requirement as pointed out above.
