Clearances from Customer Owned XFMR to Building

We are installing a customer owned <500gal mineral oil XFMR with 13.8 primary on a concrete pad outdoors.

What is the clearance from the side of the metal building (locked entrance property) to the side of the XFMR (non-access side, non-cooling side)?

From what I understand from reading 2023 NEC and browsing this forum, this seems to be an insurance and/or, more probably, an AHJ concern more than an NEC concern.

I am assuming a service?
Just installed something similar. Utility dictated clearance of transformer and neighboring buildings/obstacles.
FWIW we had to have 3' all the way around.
